Carla Insinga

Carla Insinga - President

Carla M. Insinga is the Director of Education for Council 13 of the American Federation of State, County and Municipal Employees (AFSCME) in Pennsylvania.  Carla began her affiliation with AFSCME in the mid-1980s while working as a secretary at Lincoln University (AFSCME Local 2377). She served as President of her local union before joining the staff of AFSCME in 1999, first serving as an Organizer, later as a Staff Representative, and then the first Director of Council 13’s Organizing Department, before being appointed to her current position in February, 2010. Carla serves as the Executive Director’s liaison to Council 13’s non-state locals and as liaison to the Pennsylvania AFL-CIO.

Carla received a Bachelor’s Degree in Labor Studies from the National Labor College in 1999 and a Master’s in Public Administration from the University of Baltimore in 2001.

Carla serves as advisor to Council 13s Next Wave Program which is designed to recruit and engage younger members.  Carla also serves on the board of the Central Pennsylvania Chapter of the Coalition of Labor Union Women (CLUW) and the Harrisburg Chapter of the Coalition of Black Trade Unionists (CBTU).  In addition, she serves as the CBTU Delegate to the Harrisburg Region Central Labor Council and on the CBTU Region II Board.  Carla is a member of the United Association for Labor Education (UALE). 

 

Gary Lucy - Vice President

Brother Gary Lucy began his labor union career with the International Union of Operating Engineers (IUOE), Local 547, as a Stationary Engineer Apprentice, in 1986. After completing the 4-year apprenticeship program, Gary acquired a 1st Class Stationary Engineer's License and a 1st Class Refrigeration Operator’s License. Brother Lucy was Vice-President of IUOE, Local 547, in Detroit, Michigan, from 1998 until 2007, after having served on Local 547’s Executive Board as an Auditor from 1995 - 1998. Brother Lucy taught an 80-hour “Indoor Air Quality” course at Local 547’s education center, beginning in 1995, and has assisted in numerous successful organizing campaigns. Brother Lucy earned his BA in Union Leadership and Administration at the NLC in 2000 and a Master’s degree in Public Administration, in 2002, from the UB/NLC program. Brother Lucy helped develop and implement Detroit Public Schools’ Preventative Maintenance Program (over 180 facilities). Brother Lucy believes the premise of unionism is still sound and in order to continue providing a “voice’ at work for employees we must cultivate union members to become well-educated to combat workplace environmental changes such as, globalization, privatization, outsourcing, and anti-union enacted legislation. Brother Lucy believes by attending NLC, labor union members will become well “armed” to face modern day challenges.

 

Eduardo Rosario - Secretary

Throughout Eduardo Rosario’s 26-years of service, he has served the labor movement on the East and West Coasts, as well as organizing in southern states such as Mississippi and Tennessee.  He has held numerous positions such as President of the Graphic Communications International Union Local 4N in San Francisco, CA, executive board member of the San Francisco Labor Council (AFL-CIO), Business Agent of the Amalgamated Lithographers of America Local 1L (GCC-IBT) in New York City, member of the Board of Directors of the New York State and National Teamsters Hispanic Caucus, as well as serving on the executive board of the New York City chapter of the Labor Council for Latin American Advancement (LCLAA).  Brother Rosario has also had the privilege of serving as San Francisco chapter president of LCLAA, as well as 2nd Vice President in the California State Chapter of LCLAA.

His service to the labor movement has not just been relegated to various regions of the United States, but has also taken him internationally.  On behalf of the San Francisco Labor Council (AFL-CIO), Brother Rosario coordinated international conferences that were held in San Francisco such as Western Hemisphere Conference Against NAFTA and Privatization, that brought together 413 delegates from 21 nations from throughout the Americas, the Open World Conference that brought together 560 delegates from 56 nations from around the World, as well as on behalf of the San Francisco Labor Council representing and coordinating international conferences held in Berlin, Germany, Paris, France, Geneva, Switzerland, Madrid, Spain, Mexico City, Mexico, and Sao Paulo, Brazil.  He also has had the privilege of being a member of the official National AFL-CIO delegation to the People’s Summit, held in Santiago, Chile, 1998.

Brother Rosario currently works as a grievance representative for AFSCME Local 375, on behalf of the New York City chapter of LCLAA and serves on the national continuations committee of the “National Jobs for All Coalition”.  He is currently studying for the Law School Admissions Test.

Brother Rosario is a proud 2009 graduate of the National Labor College where he received a “Prestigious Paper Award” for his senior project entitled, “The Dismantling of the Manufacturing Clause: Another Victim of Deregulation”. He was also involved in naming of the Alumni Association’s paver at the Worker’s Memorial at NLC.
 

Lainie Kitt - Treasurer

Lainie Kitt is a proud 2003 graduate of the National Labor College.  Since graduation she has been involved with the Alumni Association because of the strong role labor education has played in her life.  Lainie has an allegiance to the National Labor College, Alumni, and to current students. With a strong desire to assist, her commitment will enhance the college’s continued growth, therefore, helping the association in meeting its peak performance goals in the future. Lainie is an activist for Teamster Local 237 in New York City, a public sector local, which is involved with the health and safety of the employees who work in one of the highly contaminated buildings adjacent to the World Trade Center.  Because of the education she received at NLC, she was asked by her local to be the 90 Church Street Labor Coalition representative because she worked at what is now called, “Ground Zero,” on 9/11, and in the area around Ground Zero thereafter. The building was so badly contaminated that all employees who returned to 90 Church were assured that interior windows would be installed on all floors the City, State, and Federal employees would occupy.

It took a two-year crusade with rallies, press outreach, petitioning of the employees, leafleting of workers, residents, and labor-management meetings before interior windows were installed on all fifteen floors of the once contaminated building. This was a major win for labor activists and for the thousands of workers who would return to one of the area’s most contaminated buildings.
The National Labor College gave Lainie the tools to continue to fight, to prove that Labor is still strong, and that an educated Union member is a Powerful Union Member.

Maria Gallegos (Pacific Region)

My name is Maria Cecilia Gallegos and I am an alumnus of the National Labor College Class of 2009.  I received a Bachelor of Arts in Labor Studies and am currently an organizer for the American Federation of Teachers- New Mexico. 

Since graduating from the National Labor College I have had two opportunities to visit the campus, faculty and president.  I had meaningful discussions on the status and future of our institution and decided that the next step for me is to become a member of the NLC Alumni Association Board.

 

Charles E. Johnston (Eastern Region)

Charles E. Johnston, a longtime member, in good standing, of Laborer’s Local Union 572, serves as International Representative for the Laborers’ International Union of North America (LiUNA) Headquarters in Washington, DC.  Mr. Johnston is currently assigned to the Construction Department and oversees National Service Contracts, National Specialty Agreements, Member Benefit Development and Administration, and assists with the Retiree Program.  Specifically, Mr. Johnston is responsible for negotiating and administering national contracts with nearly 50 signatory employers covering over 5,000 LiUNA members at 100 sites across the United States.  Mr. Johnston also coordinates and participates in service contract organizing campaigns throughout the United States and conducts training for local union representatives and organizers.

Mr. Johnston is also responsible for developing and administering benefit programs on behalf of over 500,000 members of LiUNA and their families.  These programs include financial products and services, various insurance products, and discounts on health care services (prescription drugs, vision care, and dental care).

Mr. Johnston assists the LiUNA National Retiree Council fulfill their mandate to mobilize and organize retirees and their spouses to remain active in their Union.

Prior to joining LIUNA HQ Mr. Johnston worked as a Concrete Laborer and Building and Construction Laborer in Southern Maryland.  He served in the United States Army 82nd Airborne Division between 1984 and 1986 and was stationed at Ft. Bragg, North Carolina.

Mr. Johnston holds a Bachelor of Arts in Labor Studies from the National Labor College (Class of 2010) and is presently enrolled in the National Labor College/George Mason University Master of Science in Organization Development and Knowledge Management.  He is married and has one son (Ryan).

 

Gerald Knox (Mountain Region)

Gerald Knox is a member of the International Association of Machinists and Aerospace Workers Local Lodge 519. He presently serves on the Executive Board of Lodge 519 as the Secretary-Treasurer, and is a delegate to the Arizona AFL-CIO. In October, 2009 Gerald retired from the Goldwater Gunnery Range, in Southwestern Arizona, where he worked as a firefighter. He is a 2009 graduate of the National Labor College, with a B.A. degree in Union Leadership and Administration.

 

Vicki L. O'Leary (Central Region)

Vicki L. O’Leary is a 26 year member of the International Association of Bridge, Structural, Ornamental & Reinforcing Ironworkers Local #1 in Chicago.  She has worked for the City of Chicago, Department of Transportation for the past 21 years.  She completed her triple major Bachelor of Arts degree in Union Leadership & Administration, Labor Education & Labor Studies from the National Labor College in 2008.  She will complete her Master of Arts Degree at Gonzaga University in Organizational Leadership in May 2012.

Vicki volunteers her time as a Community Counselor with Euraupair (a non-profit cross cultural exchange program).  Vicki also serves on the Accident Review Board (ARB) and is active in Environmental, Health & Safety (EHS) for CDOT.
