In response to pressure from A. Philip Randolph, President Franklin Roosevelt signed Executive Order 8802 on June 25, 1941, banning racially discriminatory employment in defense industries and the federal government and created the Fair Employment Practices Committee (FEPC) to investigate complaints. Nineteen thousand people attended the 1946 Madison Garden rally.
