Stephen is the head of the Construction Management degree program for the National Labor College.  He previously taught Civil Engineering and Construction Engineering Technology at the University of Toledo, Construction Management at Bowling Green State University, and Engineering Management at the George Washington University.  He has worked for the USDA’s Rural Electrification Department, the University of Maryland’s Engineering and Architecture Department, and on numerous international and industrial construction projects. He has served on committees and accreditation visiting teams for the American Council of Construction Education and authored articles for the Project Management Journal and the Engineering Management Journal.  He has a DSc in Engineering Management from the George Washington University and a BS in Civil Engineering from the University of Maryland.
